Is your feature request related to a problem? Please describe:

The new version of kube-scheduler need new permissions. It's hard to maintain rbac of kube-scheduler in tidb-scheduler.

Describe the feature you'd like:

Binding the service account of tidb-scheduler to system:kube-scheduler and system:volume-schedule.
