In the demo mode on https://demo.photonix.org we want to restrict the actions that random people can perform. Developers want to be able to have the demo photos, library and user for testing but without the restrictions. Therefore we create a new environment variable SAMPLE_DATA to enable this.

Merged as of fb11196. Development docker-compose.dev.yml now has SAMPLE_DATA: 1 rather that DEMO: 1.
