Problem Description

For phetsims/qa#226. Grainy circumference of circle. There seems to be an outline around the bars on the bar graph on some sides but not others. I'm not sure who the lead dev for ESPB is. I'm sorry @jessegreenberg if it's not you! Pinging @jonathanolson since he opened the QA issue that this was made for.

Thanks @KatieWoe and @lmulhall-phet, these are all drawn with WebGL, so we should determine how to proceed with #42 before spending any time fixing this.
