  • Test Prototype Pecl package under MacOS (PHP 7.2, 7.3, 7.4)
  • Test Prototype Pecl package under Linux (PHP 7.2, 7.3, 7.4)
  • Test Prototype Pecl package under Windows (PHP 7.2, 7.3, 7.4)
  • Flattern Pecl package for windows
  • Automate Pecl package generation on build dir change and tag
  • Automate test pecl package under MacOS
  • Automate test pecl package under Linux
  • Test 4.0.1 final package

I've tested a manual created Pecl package based on the build/php7/safe dir this looks promising. Linux/Mac OS packages are working. Windows fails for 7.4 this will probably be solved after fixing #14646. Some Github Actions are already implemented in local branches.
Pecl windows team is willing to manual test packages before releasing.

Pecl release will be part of 4.0.1 release. All work is done.
