nmea

This is an NMEA parser intended to implement at least the full messge set as defined in:

• http://www.gpsinformation.org/dale/nmea.htm
• https://en.wikipedia.org/wiki/NMEA_0183

At the current stage only a subset is fully implemented but most are coverd in stubs.
