Hierarchical versions of admin and address fields (in different languages)? #29

The 'name' property is currently hierarchical and can contain several versions in different languages. Any plans to use the same approach systematically to all other relevant fields, such as country, county, locality and neighborhood? Zip, country, state etc. codes would not need this extension.

There is a short-term solution for this in pelias/schema#95 which now treats each admin field as an array of names, this should help for finding admin areas using the non-english tokens.

For now, we are just taking the first array element for the display label (the default WOF one, so English).

We've not discussed changing this array to an object, with languages codes for keys.

Its something we will need to do once we tackle I18N
