Roster uploads lead to application error #502

This is a re-occurring issue where the app eventually times out after attempting to fetch the uploaded .csv

An example from 10/5/2016 at 11:22 am: https://pcmedlink.org/country/roster/edit?upload_id=93

Could use a look under the hood to see what causes this to happen 3 out of 4 times a roster upload from a .csv is attempted.
