Add weekly summary email to Med unit staff

The goal of this feature is send a weekly summary email to all Med Unit staff for a given country that contains the following information:

• Total number of pending orders for the country
• Subset of that total that are new orders for that given week.
• Chart of pending order items with total quantities
• Chart should include a subset of quantities that are new orders for the week.
• A hyperlinked action button for checking PC Medlink

The email should be sent at 8am, every Thursday in the time zone of the med unit staff.
The email should be sent to all staff associated with that country.

Line graph spans 4 month, and displays the last 4 weeks of data only.
Chart is sorted by largest total quantity
Chart only shows items with a quantity greater than zero
All data comes from pending orders and their contents
View details button hyperlinks to request manager page.
