Rufus 3.19: The Windows User Experience dialog is displayed twice when selecting Windows To Go

Creating an official issue for this behaviour, so that I can reference duplicates to it.

With the final release of Rufus 3.19, and when selecting Windows To Go, the Windows User Experience dialog, where one can select the various Windows 11 bypasses, is displayed twice, with different options for each instance.

Unfortunately, this effectively prevent the option to bring internal drives offline from ever being applied, since the unattend.xml that will be used is the one from the last dialog (which only includes the options for that dialog and not the previous one)...

This behaviour was introduced with the fix for #1956 and will be corrected in Rufus 3.20.
