Upgrade Rococo Muse nodes to 1.13.3

The test data migration has been successfully performed on Rococo Muse. As part of the process the nodes need to be upgraded from 1.13.2 to 1.13.3 effectively removing the Custom-pool from the node.

Also any custom transaction pool flags that were set like txpool-size and txpool-kbytes must be set back to default.
