Handle overly frequent upgrades earlier

Currently overly frequent code upgrades for a parachain are handled later than they should be, this could have negative side effects for other participants.

Proposed solution:

• move the time check earlier up
• optional: also move the validity from fn process_candidates check further up, to avoid invalid code upgrades starving proper code upgrades
