Fix Deny/licence stuff for CI #3106

We have two CI jobs which check "deny deps" and licences, but they are failing:

We need to align as much as possible with polkadot-sdk, I see there is some activity:
paritytech/polkadot-sdk#5776
paritytech/license-scanner#44

TODO

investigate what is this job about, if we need it or if we can replace it with something polkadot-sdk-like
investigate if we can fix anything
fix or remove the failing job
