With https://github.com/pangeo-forge/registrar/pull/39, this feature is now live for members of the pangeo-forge organization (on either PRs that they open, or certify by committing to). Opening it up to any contributor by default raises issues discussed in #11, which may take some time to resolve. Going to close this now, and we can reopen for the broader use case if/when necessary.
