Support handlebars partials

Right now panda-template returns a compiled template renderer, without giving us access to handlebars under the covers, so we never have an opportunity to register partials.

Once that issue is worked, we should automatically compile and register a partial for any hb hbs or handlebars file that starts with an underscore.
