Summary

RFC 0060 is to implement easy dependency mirrors in both libpak & packit.

It is implemented when:

libpak has implemented the RFC
packit has implemented the RFC
The feature has been documented on the Paketo website
All of the libpak-related buildpacks have been upgraded to use the version of libpak with this functionality and released.
All of the packit-related buildpacks have been upgraded to use the version of packit with this functionality and released.
