This may not be specifically an issue with ANARCI, but imgt.org is down, which causes the builds to fail. Is there another way you can supply the files or have a back-up so that it can be used?

I had the same issue. As a temporary fix, I retrieved the installation from an old Docker image and then moved it to the site-packages installation.

/usr/local/lib/<python-version>/site-packages/anarci

I bypassed the issue with conda install.
Hope you find this useful :)
conda install bioconda::anarci
