Is your feature request related to a problem? Please describe.

oC 10 has a file locking mechanism. oCIS doesn't have a file locking mechanism. CS3 WOPI server works around missing locking mechanism by placing lock files next to the opened file.

Describe the solution you'd like

If you run oC10 and oCIS in Stage 6 of the migration strategy, locks should be shared between oC10 and oCIS.
