因为有些地址段是不准的，我想自定义IP地址段范围，然后描述能否支持，比如我新增103.1.1.1/27 为小运营商归属,提高精度能否实现

就是实现缺省用qqwry.dat，但可以增加一个IP数据库，可以自定义，然后优先判断该数据库，该数据库没有IP地址内的，就用缺省qqwry.dat判断
