Providing any support effort to ros2-foxy is going to be tedious.

Describe the solution you'd like
To help with maintenance consider merging ros2-foxy into ros2 and achieve compatibility by feeding the ROS_DISTRO at compile.

A clear and concise description of any alternative solutions or features you've considered.
