Create guidance on simplifying component updates

At the Policy Summit DC 2025 there was a breakout session on OSS best practices.

One of the points was: "We need guidance on how to enable or improve component updates. One serious problem in the industry is that some components have backwards-incompatible changes, leading to components not being updated (because they’re hard to update)."

I propose we draft such guidance. I propose we start by working in Google docs to get started, then transition to GitHub. Google doc here:
