How to Deploy

I'm trying to figure out how to deploy the content in this repo to the test server and the production server. This line of the publishconf.py file indicates that at some point an AWS account was set up for this repo. The Makefile indicates that this is an S3 bucket. Using an S3 bucket to host this type of content is consistent with other posts on this matter such as this one and this one. However, I'm not sure when updates were last pushed to this site or what the login info is for this site.

My understanding is that this is the news.ospc.org part of the site, but I'm not sure how this repo is linked with the PolicyBrain repo.

So, I have three questions:

1. What AWS account is associated with this page?
2. Is there a test S3 bucket and a production S3 bucket?
3. How is this repo linked with the PolicyBrain repo?
