Vercel does not look at the engines or packageManager fields

Steps to Reproduce

Create a project with this package.json config:

  "packageManager": "pnpm@9.3.0",
  "engineStrict": true,
  "engines": {
    "pnpm": "9.3.0"
  }

Expected results:

vercel uses the right pnpm version

What it actually does:

vercel uses pnpm version 9.2.0

Error
