Textarea input resizing feels sluggish and delayed due to transition-all utility class

Describe the bug

transition-all utility class affects the behavior of textarea input resizing by making it feel sluggish and delayed.

To Reproduce

1. Go to any page containing a resizable textarea input.
2. Drag the input box from the bottom right corner
3. Notice the textarea "dragging behind"

Expected behavior

The textarea should not be "dragging behind" when being resized.
