A best location for price literals spreadsheet on sharepoint

Milo merch block uses so-called literals (translatable string templates) to render product prices.
Before, these literals were hosted in the https://www.adobe.com/special folder and now we are considering moving them into an Excel Online spreadsheet and making them more Milo-friendly.
There are only 10 strings per language so far, not intended to be frequently updated. For simplicity, we're about to start with one file for all supported languages.

If you want to host on milo for multiple projects, the content should go in /libs/XYZ so it can stay same domain.

If there are only 10 string per language, I would probably rather use placeholders, but I'm not 100% knowledgable about the use case here. Seems like fetching an all new spreadsheet for only 10 pieces of information seems like an opportunity for consolidation.

While Franklin placeholders sounds like a good use-case, the current proposition comes with 10 distinct columns, each holding a string template. Having to merge these into a single value column might get messy and unwieldy to manage.

I think each column would be a placeholder key but the problem is that the values are auto-generated and contain special markup.
And we would like to keep the ability to re-generate them from the source(Odin) automatically, to avoid introducing unintended errors.
If we add a step for updating the placeholders manually, this can create discrepancies between adobe.com and checkout pages.
