Describe the bug
Setting default initial value fails using the following extension fails for Questionnaires

"extension": [
        {
          "url": "http://hl7.org/fhir/uv/sdc/StructureDefinition/sdc-questionnaire-initialExpression",
          "valueExpression": {
            "language": "text/fhirpath",
            "expression": "today()"
          }
        }
      ]

Experienced in wdf questionnaires and might be related to #3213
