Currently the tests rely on AllowAll auth and request a token:
https://github.com/openshift/origin/blob/master/test/util/client.go#L67

Talking with Jordan in #11254 he mentioned it would be best to provision the user and api token explicitly. That should allow tests to run regardless of auth config.
