Yes. ml-commons not ready which block sql version bump. opensearch-project/ml-commons#850

What solution would you like?
ml-commons does not have much change. could sql plugin depend on ml-commons major version instead of minor version?

First steps: test this using the 2.9 SQL plugin against the 2.8 ml-commons library and see if this will build + sanity run.
