Add support for a FileCacheDecider

• File cache was introduced as a part of searchable snapshots which helped to keep track of local blocks
• Current allocation mechanisms do not have any constraints based on the file cache stats. Some changes were added as a part of Add safeguard limits for file cache during node level allocation #8208 to the DiskThresholdDecider

Describe the solution you'd like

• Allocation decisions should be taken based on the file cache stats (available storage, assigned shard remote size) to make better decisions for file cache performance

Describe alternatives you've considered

• Colocate changes as a part of DiskThresholdDecider
