Hi there!

I really enjoy OpenFisca, but I recently encountered an issue.

Here is what I did:

I ran the bootstrap script.

Here is what I expected to happen:

The CHANGELOG would be empty, or would have a single demonstration entry along with a tag.

Here is what actually happened:

The CHANGELOG contained all the Country Template history.
