The goal is to get to a place where each persona and quandrant has a skeleton "table of contents" fleshed out. In other words, what content do we know we need to ensure a baseline, fully documented experience for educators, course operators, course admin, and developers.

The method is to crowd source these table of contents skeletons by eliciting community input, with 1) a public call to add titles and 2) intentional outreach to folks who are SMEs.

Before doing so, we need to complete preparatory steps:
