Is the metric API stable enough to have a v1 release?

Can we release the metric API as stable, separate from the SDK?

It hasn't had modification since last April.

• We would need to dig up all the old issues on the conflicting design of the API from the rest of OTel
• We need to verify we implement the OTel spec
  • Outside review should be requested
• We need to document interfaces with our versioning policy.
