The purpose and use-cases of the new component

The migratecheckpoint utility is used to migrate from fluentD to filelog checkpoints, allowing to keep the current files offsets when migrating.

The code currently lives at https://github.com/signalfx/splunk-otel-collector/tree/main/cmd/migratecheckpoint
