Testing not sufficiently restricted to oqsprovider

As per openssl/openssl#26220 (comment), some tests do not assume other providers (incl. and particularly "default" or "fips" to implement the same algorithms, i.e., omit passing a suitable propq string). This must be fixed to enable continued use of oqsprovider in openssl external testing.
