Once a survey is sent, there's no way to undo it. So if it's accidentally sent to an admin account that shouldn't take it, that account will see the survey dialog after every login.

Possible solutions

1. Allow admins to undo sent surveys on a case by case basis
2. Allow admins to "archive/close" surveys so nobody else can take them and all submissions are archived
3. Both 1 & 2
4. Only show surveys in the dialog that have been sent recently (1-3 months)
