Quick start and install guides do not include step to restart the agent

After configuration, the Stanza agent should be restarted for the configuration changes to take effect. The quick start guide and install guide do not include that step.

Before the line that reads "That's it! You should have logs streaming to Google Cloud", there should be a step instructing the reader how to restart the Stanza agent.
