Integrate oneAPI 2021.4

  • Use oneCCL libs of oneAPI Toolkit instead of building our own
  • Use oneDAL jar package of maven central instead of local one
  • Add vscode configs for browse and develop with vscode
  • Improve build, test and ci scripts
