Workflow for WebMap Switching deletes graphics without notifying users #8

The workflow for switching the webmap does not match the WPD. If a user creates drawings and then switches the webmap their drawings are deleted.

The WPD indicates that the user should be notified and prompted to save the graphics.

Previously this hasn't been a problem as the graphics persisted after the web map was switched.

Either of these options are a valid solution - as long as the user doesn't have their graphics deleted without know its going to happen.
