[FEA] Full Multi-segment Support

At a high level this task was focused on exposing full support to Morpheus for creating and deploying pipelines as multiple segments, either multi-process or multi-node. Core tasks required for this include the following:

• Exposing Ingress and Egress Port primitives as pybind11 objects in MRC and making them available in Morpheus.
  -- This task is finished in general, exposing optimized port configurations to modules outside SRF will require an additional update. issue 176
• As I understand it, there are also additional updates required to the MRC Architect/manifold/config elements (@ryanolson will know the specifics)
