feat(core): add CI generation to create-nx-workspace

This PR adds the functionality of generating CI workflow:

• Add CI workflow generation to create-nx-workspace
• Add CI workflow generator to @nrwl/workspace
• Support GitHub, Azure, and CircleCI
• Update monorepo guides
