Cross compile for darwin rather than using mac runners #7608

We sometimes get limited on the number of mac runners we use. It would be good to be able to compile all of our builds on linux at some point.

See https://github.com/mbround18/setup-osxcross for an example (I don't think we want to use the action but it's a decent starting point and links to a blog post)
