OpenJSF Proposal to move governance of the Travel Fund to the Cross Project Council

Hello @nodejs/tsc and @nodejs/community-committee

The Cross Project Council has a 4-stage process for turning proposals into policy.

We now have a proposal to move the Travel Fund to the Cross Project Council, putting the proposal as a draft in the first of the 4 stages.

I'd like to solicit feedback and discussion for this proposal, since we do not want to move forward without collaboration with all parties involved.

Specifics on how to manage the fund should probably be discussed there, but +1's or general questions could be in this thread to keep that one focussed on specifics.

This proposal is now in stage 2 of 4. Until the proposal graduates, I'd like to clarify that stewardship of the travel fund continues to be the responsibility of @nodejs/tsc and @nodejs/community-committee.

The intent is to ensure any related issues and PRs don't stall while openjs/#278 moves through the CPC approval process.

Sorry if I missed related comments during the CPC meeting earlier today.

Hey @nodejs/community-committee @nodejs/tsc, have you got any feedback? I've added this into the agenda for next meetings. The cross project council is looking to move fast on this one, so I would recommend to give all feedbacks in the next two weeks.

One of the point of discussion is if the TSC and CommComm have to vote on this (openjs-foundation/cross-project-council#283 (comment)). What's your opinion?

I've added this issue to both TSC and CommComm agendas.

To capture this for the discussion. I did raise this in the last TSC meeting, not everybody was there but asked that if there were any objections/concerns that people comment in this issue or reach out to me or @mcollina. No specific/concerns issues where raised or discussed in the meeting.

The stage 1 proposal was part of the updates @joesepi shared at the last CommComm meeting. There were no objections. We can discuss the stage 2 proposal next week. Unlikely to be new objections since the content hasn't changed. I'm also making myself available to discuss any concerns or ideas related to this.
