The previous URL https://nginx.org/keys/nginx_signing.rsa.pub is no longer valid, https://nginx.org/keys/nginx_signing.key should be used instead.

JFTR: this was an issue with nginx.org hosting keys rather than docker files. Keys are now available again and no patches needed.
