Email sending system

We need an email sending system to send our survey to the ~500 email addresses, with a *@nixos.org email address as the author address.

The NixOS infra team created for us a SMTP account that we can use to send emails from ngi@nixos.org. Credentials are shared in the Nix@NGI group in Vault. Closing this for now since this is sufficient for our current needs, but we can re-open it if we want to setup a more complete system like https://listmonk.app/.

Infinisil also shared with us the scripts that were used in the Steering Committee election to send emails.
