Varnish Management page should go away

VCL can be applied and saved on config save, cache clear is already integrated on Cache Management page. Should probably move the "Download Varnish Configuration" button to the "Cache Management" page as well. Will lose the cache clear by content type function and per-url clearing but those are both of questionable value with the automatic cache-clearing already in.
