[Epoch Sync] Minor: Header sync progress is misleading after epoch sync #11938

This is a minor cosmetic issue.

Header sync shows "Downloading headers 99.96%" after epoch sync is complete. This is because it calculates the percentage based on the HEAD, which is at genesis. We should use the HEADER_HEAD that we have when starting header sync to calculate the header sync progress, not HEAD.
