Currently workspaces on service layer will reference the default workspace on other layers (e.g. the database layer). This ticket is to support the use case of an engineer wanting to make and test changes across multiple layers in an isolated manner, by making it possible for the engineer to configure the service layer to point to a non-default workspace on another layer.
