Per 66b074d, sending CONF messages after handling a CONN command causes X-Plane to crash on Windows 8 if multiple CONN commands are sent.

Initial investigation suggests that the CONF messages are somehow ending up in the plugin message buffer, but it's not immediately clear why that would be happening.

Found a bug in the plugin-side conn handling code where CONF response was not being created correctly, resulting in a corrupted message. This should be fixed in the next release.
