How to get the event service provider to work?

Hey Guys,

I have searched through the forum, and tried every means possible.
I am 100% sure I am miss-understanding the event service provider in the module, but I am desperate for help...

Why does this:

protected $listen = [
        ModuleEvent::BOOT => [
            UsersMenuRegister::class,
        ],
    ];

Not fire?
When changing the ModuleEvent::BOOT to '*' it starts firing for events, but I can't get the method to fire for the boot or register methods?

Basically I want to have the UsersMenuRegister fire once per module to construct the menu?
Any advise?
