Send notification upon new device enrollment

I'd like to be notified any time a new device is enrolled with Doorman. We can do this one of two ways, (1) requiring much less work to implement than (2):

1. Send a notification directly via email
2. Instrument Doorman in the enrollment endpoint and in other locations, reusing the existing rules and alerting framework to send notifications
