Description
Initially filled in https://bugzilla.mozilla.org/show_bug.cgi?id=1609593

Steps to reproduce
Steps to reproduce the behavior:

  1. Go to https://support.allizom.org/en-US/kb/Certificate-contains-the-same-serial-number-as-another-certificate
  2. Scroll down.

Expected behavior
The top-navbar doesn't flash.

Actual behavior
The top-navbar flashes.

Additional context
This issue is reproducible in both stage and prod.
